It's not the content itself, and it's not even a rule-breaking stuff otherwise it would have been removed by a mod after being flagged. Your video got blammed (deleted) because of its short duration (you mentioned it's a 2 seconds long animation). People usually give low scores to extremely short videos with no content/plot/story progression/effort or something creative enough to be deemed to stay in the site. NG is a site for creativity not test animations of something with low effort. I haven't watched your animation to fully give you a feedback but I know what caused its deletion: extremely short duration.

Keep in mind though that the blamming threshold has been changed so if your work gets a score of 2.00 it gets deleted from the Portal.

In order to pass judgement need a score of 2.00 or higher. Just make something a little longer. Add silly story to it preferably with a background. Doesn't have to be super complex. ShangXian here in the comments has some links that could point you in the right direction as well.

In a nutshell: Animating something that you would actively seek out yourself might be the best method to get a warmer reception.
